HOW TO GET A LAND FOR BUILDING A HOUSE?

Approved the procedure for holding an auction for the sale of the right to lifelong inherited possession of a land plot for the construction of an individual dwelling house (RCM No. 63 of January 28, 2019).

Who will be given land through an auction, and to whom - without it, Uzbek citizens can get land for individual housing construction only as a result of an electronic auction at the E-IJRO AUKSION site. But there are 2 exceptions:

  • families of fallen servicemen;
  • as well as persons who transferred their residential premises to the local government (Khokimiyat) are entitled to apply to the local goverment with an application for land allocation.

In this case, you will have to pay only for carrying out in kind the boundaries of the site, copying the draft detailed planning and registration of the right to land. Along with this, the auction is not held on the arrays, where the construction of individual residential houses is being carried out according to standard projects in rural areas. What restrictions are entered The number of sites that may belong to one citizen is not limited. At the same time, one and the same person is not entitled to acquire at auction the right to land for individual housing construction more often than once a year. A total land area limit for all has also been introduced - up to 0.4 ha inclusive. A larger plot cannot be obtained.

In addition, a permanent residence permit in the city of Tashkent and the Tashkent region is a prerequisite for participation in the auction on sites located in the capital and the capital region.

How is the auction held Auction is placed 30 calendar days before the auction. Applications for participation will stop taking for 2 working days. To submit an application you will have to register on a special portal, receive an EDS, and also make a large deposit by replenishing the personal account of the auction participant - 50% of the starting lot price. Electronic applications for participation in the auction are accepted automatically from the date of notification, and their acceptance is completed 2 working days (at 13:00) before the day of the auction. The auction is held to increase the starting price, the auction increment - 5% of the starting price of the lot. Participants also have the right to independently determine the next bet in 5, 10 or 20 times the size of the originally established step. The auction is held before its completion during the working day from 9:00 to 18:00. However, this does not mean that participants have the right to submit their proposals at a time convenient for them during the day. The fact is that the participant who put forward the last offer becomes the winner of the auction, if no one has put forward the next one after 10 minutes after it. That is, in order for the auction to last from 9:00 to 18:00 it is necessary that the starting price increases by 5% (auction increment) at least 54 times. Thus, by the end of the day, the value of the lot may increase by at least 270%. With the onset of 18:00, active trading does not stop and can continue in the same spirit until 21:00. In this case, the winner is the participant who made the last offer until 21:00.
