Decree of the President "On measures to fundamentally raise the status of the Mahalla institute in dealing with the problems of the population" was adopted. In accordance with the Decree, a system of interaction in dealing with appeals, identifying and solving problems of the population based on the principle of  “makhallya - sector - People’s reception - makhallya” is being introduced. The main focus of this system is to identify problems and take measures to eliminate them in cooperation, as well as to establish effective public control. On a voluntary basis, the positions of the deputy chairman of the citizens 'assembly are introduced - the adviser on social and spiritual and educational issues, as well as the deputy chairman of the citizens' assembly - the adviser on promoting entrepreneurship, owners of homestead lands and affairs of improvement. In accordance with the Decree, groups of the “Manuals of Elders” will be organized. The chairmen of citizens' assemblies quarterly submit information about current problems to the heads of the sectors and to the People’s Reception. The most actual problems are recommended for reflection in the relevant programs by sector heads and People’s adoptive. The system of “modern management” is being introduced in the bodies of citizens' assemblies. Criteria will be developed for evaluating the activities of citizens' assemblies and their employees based on a rating system.
