Regulation on the issuance of a temporary certificate to self-employed citizens

Resolution of the Government approved the Regulation on the issuance of a temporary certificate to self-employed citizens. According to the Resolution, starting September 1, 2019, temporary employment certificates are issued to self-employed citizens. Self-employed citizens include individuals who independently carry out service-based activities, work for individuals and legal entities based on personal labor participation, aimed at earning labor income, not registered as individual entrepreneurs and not using hired labor in their activities. A labor certificate is issued by labor authorities regardless of place of residence on the basis of an individual’s request for a period of 1 to 12 months at the request of the applicant. Applications are reviewed within three days. The period specified in the certificate is included in the seniority of citizens for the calculation of pensions. Self-employed citizens are allocated preferential microcredits from banks at the expense of the State Employment Fund.
