The private sector will be involved in public administration
The President's resolution “On additional measures to attract the private sector in the areas regulated by the state” was adopted (№RP-4913, 07.12.2020). The document will implement the project "State Functions - Business Opportunity". According to the project, the initial directions for attracting the private sector into the sphere of public administration have been identified. According to this, starting from January 1, 2020 in the Tashkent region and Tashkent city, as an experiment, the institute of a cadastral engineer for real estate has been implemented, which will operate until December 31, 2022.
As part of this experiment:
- starting from April 1, 2021, cadastral real estate engineers who have a qualification certificate issued by the Cadastre Agency are granted the right, among other things, to prepare a primary cadastral file for real estate objects;
- the process of preparing a cadastral file for real estate objects, including the primary cadastral file, will be worked out through a special automated information system, and it's monitoring controlled by the Cadastre Agency;
- a cadastral real estate engineer performs by concluding an employment contract with legal entities or as an individual entrepreneur;
- the prices for services for the preparation of the cadastral file for real estate objects, including the primary cadastral file, are set by business entities independently in the amount of at least the minimum rates approved by the Cabinet of Ministers, and the incoming funds remain at their disposal in full.
